 I don't really have great success with propbaits though they definitely work, especially during the last part of summer evenings.
I have had better success in a slight ripple than in the flat calm often said to be ideal for surface baits.
Luhr Jensens Nip I Didee is a well made wooden lure with a nice lively feel to it, I have had a few pike take it while its moving but far more in very brief stops during an erratic retrieve.
Luhr Jensen make another very nice surface bait, the Bass Oreno, which has been in production since 1911. It's a beautifully made lure that darts noisily under the surface with a sharp jerk of the rod, then it will pop back up in almost the same position where it started! A slow retrieve will make the Bass Oreno wobble just under the surface producing a nice surface bulge and that too can be very effective.
